Comrade Garcia served in the United States Marine Corps as a Combat Engineer (MOS 1371). He earned his Veterans of Foreign Wars of the United States membership eligibility during the Global War on Terrorism while serving in Iraq.

Comrade Garcia's decorations include the Combat Action Ribbon, Global War on Terrorism Service and Expeditionary Medals, Sea Service Deployment Ribbon, National Defense Service Medal. Navy Meritorious Unit Commendation and the Presidential Unit Citation-Navy.

Comrade Garcia has not wavered in his commitment to serve his country and community. He founded a volunteer operated non-profit (501(c)(3) named Semper Utilus (Latin for "Always Useful"), dedicated to empowering veterans and supporting recycling sustainability.

Comrade Garcia's mission is focused on creating family sustaining careers in the recycling and manufacturing industry for disabled and disenfranchised Veterans.  The desired goal is to employ Veterans in every step of the recycling and up-cycling process- from material recovery to a useable product. Semper Utilus firmly believes that with an all-accommodating career, a destitute Veteran can regain stability and a re-orientation in life. 

His passion is committed to assisting and supporting unhoused Veterans.
